Subject : Conservation of the African elephant

Conclusions of the President

1. Having noted the reported decline in the numbers of frican

elephants and the threat to the survival of the species, the President of the Council, after a profound discussion which showed

total [greement, encouraged the Commission to bring forward

appropriate proposals to impose an immediate ben under Counci1 Regulation 3626/82 on the import into the Community of all raw an

worked ivory.

2. The President, again with support, further encouraged the

Commission to make proposals for the Community to support listing

the African elephant on Appendix I of the Convention on the

International Trade in Endangered Species (CITES) to be made at the

Conference of the Parties in October 1989.

3. Finally „pending the adoption of Community measures, the President

invited,Member States to introduce urgent measures on a national

basis to ban

import of all raw and worked ivory into their

territory
