5. UK took the lead in proposing EC-wide ban at recent Environment
Council. Long-term effective international action can only be secured
through CITES. EC will propose that African elephant comes under
stricter control of Appendix 1 of CITES at Conference in October.
No reliable figures for elephant population in Africa but decline clear. In 1979, population estimated at 1.3 million, now less than a
third of that.

7. UK has long been providing help to African countries including
Kenya and Zimbabwe. Also providing assistance under the Joint Funding Scheme for wildlife conservation in Cameroon, Liberia and Zambia and
