ministries of finance and planning. This means that environmentalists

must learn to talk the language of economists. The Economic Service has

commissioned work on the economic appraisal of environmental issues and

we are collaborating with the World Bank's policy work by financing a

case study in Nepal.

17. Our objection is to blanket green conditionality. We do favour

putting environmental conditions into individual project agreements

where appropriate. These need to be worked out on a case by-case basis,

be appropriate to the ecosystem and, where necessary, be accompanied by

training. ODA financed 56 trainees in environmental disciplines in 1987

and is working on institution building.
