I attach a draft reply to the letter of 16 May to Mr Patten from Sir Eldon

Griffiths, enclosing one from his constituent, Mr C R Wilson of Newmarket.

The draft has been cleared by APD, NRED, HKD (FCO) and the Department

of the Environment.

Mr Patten has received several other letters on this subject from MPs

and members of the public. I suggest that the draft, with appropriate

amendments in the first paragraph, is used to reply to the attached. These
