In terms of the usable floor area of projects, building consents decreased by 18% in the first three quarters of 1989 compared with the same period last year. The corresponding decline was 36% in the third quarter. While consents in respect of residential and industrial property decreased markedly, consents in respect of commercial property showed little change. The cautious attitude of property developers, given signs of consolidation in the property market since the first quarter of the year and the repercussions of the June events in China, has contributed to this decline.
