The Secretary of State has urged that we should continue our

efforts to instill the right attitudes into British business.

Lord Young has already agreed with Lord Glenarthur that he will encourage people unconnected with the Government to write

upbeat articles dn Hong Kong. An authorative article on investment

prospects in Hong Kong by the right sort of figure would make a

valuable contribution to this. The draft letter takes the

opportunity to encourage Lord Young to take action along these

lines.
