19 January about the British commercial effort in Hong Kong.

Your letter has given me food for thought and a basis for
further discussion with the Department of Trade and Industry.

Meanwhile I very much remain open to new ideas both on this
aspect of our interests in Hong Kong and on the other subject you
raised, that of allowing Hong Kong residents into the UK. Our
rules on the admission and settlement of businessmen and investors
are broadly comparable with those of other countries United
States, Canada and Australia which you mentioned in your letter.
Moreover the Home Secretary is able to exercise considerable
discretion in specific cases. But if you can give me any specific
examples of Hong Kong businessmen who have been deterred from coming
to Britain to invest, I would be most interested to know them and,
where appropriate, to have them followed up.
