Lord Derwent wrote to Lord Glenarthur on 19 January proposing that the post of Senior British Trade Commissioner in Hong Kong

should be "privatised". How should Lord Glenarthur reply?

Recommendation

2.

I recommend that Lord Glenarthur replies

along the lines

of the attached draft, which has been agreed with DTI officials,

making it clear that we do not think that the post should be

"privatised".

3.

Lord Young has, however, told his officials that he would

like Lord Glenarthur to send a much shorter draft, in effect a

holding reply. I do not believe that this would suffice, and I

recommend that Lord Glenarthur speaks to Lord Young to seek his

agreement to a reply on the lines of the recommended draft.
