Our rules on the admission and settlement of businessmen and investors are broadly comparable with those other countries - the United States, Canada and Australia - which you mentioned in your letter. Moreover the Home Secretary is able to exercise considerable discretion in specific cases. But if you can give me any specific examples of Hong Kong businessmen who have been deterred from coming to Britain to invest because they have misunderstood our requirements, I would be most interested to know of them and, where appropriate, to have them followed up.
