I completed this review about a month ago. I gave a copy to members of the Foreign Affairs Committee this week.

David Tang, (Algy Cluff's representative in Hong Kong and a member of the Trust I have asked Mr Tang to let Algy Cluff see the paper);
Martin Barrow, Managing Director of Jardine Matheson in Hong Kong (I have asked him to let Henry Keswick see a copy);
Dr Helmut Sohmen, (Chairman of Worldwide Shipping and Sir Y K Pao's son-in- law);
Roger Lacey, (Chairman of the British Chamber of Commerce);

The Governor also has a copy.
I have been quoting facts from the paper during the last week but it has not been published. You may care to consider what use to make of the paper. You are welcome to do whatever you like with it. Roger Lacey will ask if it can be published in the Chamber of Commerce journal. I would have no object to that or to it carrying my byline.
There is a second part to the review which has not been released to anybody (except DTI) which contains my workings out. It should not be allowed to go out of the office because it contains some information given to me in confidence.
