1. We have no objection to your proposal to extend the

privileges and immunities under Cap 36 to wives and dependents of

Chinese JLG Office staff. (This would also bring the position

into line with Chinese Visa Office staff).

We wonder however whether now is the right time to introduce

such a legislative amendment. How is it likely to go down in

LegCo given the present mood in Hong Kong?

The point in para 2 of second TUR is not entirely relevant

since it has never arisen. The only JLG member permanently based

here is also an accredited member of the Chinese Embassy. For

JLG meetings held in London, the Chinese officials have to the

best of our knowledge always travelled unaccompanied.
