I attach a letter which was received by Mr Edwards from the Attorney General's Chambers in Hong Kong.

Given that the Bill apparently has no extra-territorial implications, I see no problem in principle with it, although I thought that I would raise with Mr Allcock what I feel is the slightly peculiar drafting of section 5(2) of the draft below. I assume that you would also be content with what is proposed, and if so I propose to reply to Mr Allcock to say that we are prepared to give agreement in principle to the enactment of a Bill along these lines, which will nevertheless need to be dealt with in accordance with clause XXVI of the Royal Instructions.
