Further to Reference A, I attach a second version of the

One-Star draft of the 00A Concept paper. You will see that it

has been much revised, to take account as far as possible of

the comments and suggestions received in response to its

predecessor. It is therefore to a considerable extent a new document, and I would ask you to examine it in that light. I regret that I am still unable to attach the Annex dealing with Technological Trends.

2. I should be grateful if you could give me your views on

the draft by Friday 17 Nov 89, so that we may proceed to the

next level of staffing with the minimum of delay.
