Given that the earlier objective of denying the
Chinese navy an operational rationale for being stationed in
Hong Kong is unachievable, and taking into account both what
has already been said to the Chinese on the diplomatic channel
and political and operational needs during the remainder of
the transition, the HKG considers that there are strong
grounds for retaining the current RN presence in the form of
the Peacock class vessels in Hong Kong waters until 1997. The
redeployment, reduction or downgrading of the existing RN
presence would adversely effect operational capability.
would also have untoward political consequences both locally
and with the Chinese, which would be out of proportion to any
benefits which might be achieved by a reduction in the scope
of the RN's presence and role in Hong Kong.
