Continuing reduction in tension following the cease fire in
the Gulf allowed Pakistan to relax her ruling on port visits to
Karachi by HM ships. This easement of difficulties has enabled
Pakistan to again become eligible for DPF which has now been
restored; she fully takes up her annual allocation of UKMTAS
(£400,00).
10). Problems between India and Nepal continue over the renewal of the Trade and Transit treaty. The Soviet withdrawal
from Afghanistan led to the decision to close western embassies
in Kabul. Despite well rehearsed constraints on Indo/UK
relations, defence sales in India remain at a reasonable level
although they consist mainly of continuation support packages with no new equipment deals being signed in the last year.
Sales have increased in Pakistan during the past 12 months and
there are further potential sales; as with India, lack of funds is Pakistan's chief inhibitor and we are apparently doing no
worse than our European competitors.
SUB-SAHARAN AFRICA

The Substantial British foreign policy initiatives in the Region have mainly centred on the Front Line States, Namibia and South Africa. This has resulted in an overall increase of
military assistance to the Region in support of foreign policy. Elsewhere, the relatively small but influentual support to the FCO has continued: in the form of military assistance teams deployed in The Gambia, Ghana, Uganda, Nigeria, Sudan and Kenya From a Defence perspective, Kenya remains important by continuing to
offer valuable training facilities for British units. In
