The MOD is currently examining the future scope and
role of the RN presence in Hong Kong. A Study Team, led by
Air Commodore A.G. Hicks, visited Hong Kong in October 1989 to
assess Iocal perceptions on this issue. Arising from that
visit, this paper has been prepared to outline the Hong Kong
Government's (HKG) views on the presence of the RN in Hong
Kong until 1997.
Background

The Garrison Outline Withdrawal Plan prepared in 1987
envisaged that the RN would be withdrawn in 1991 when
when the
Marine Police (MARPOL) expansion programme was scheduled for
completion, It was anticipated that withdrawal of the RN at
an early stage in the transition period would have the
additional political advantage of denying the PLA Navy a
rationale for deploying in SAR waters after 1997.
