The Secretary of State has seen the report by Michael Evans in The Times of 12 August claiming that HMG will demand that Chinese troops
stay out of Hong Kong when the Chinese government take over the colony in 1997. He noted that the story was attributed to Foreign Office sources.
He thinks that the story must be unhelpful to us, given that it is extremely unlikely that Chinese troops will be kept out of Hong Kong. He wonders if you or John Grant can shed any light on its origin.
