Hong Kong: Defence Lands and the Central/Wanchai Reclamation

The Secretary of State has read Mr Paul's submission of 18 August and Mr Maude's comments of 23 August. Ha would like to discuss this issue with Mr Mclaren and with the Governor of Hong Kong tomorrow.

On the

Wanchai Reclamation, however, the Secretary of State agrees with the Governor that we must make an announcement in October. He agrees with Mr Maude that the announcement should be very carefully worded and that we should first warn the Chinese privately. The Secretary of State also agrees that the press line needs to be more comprehensive and the third answer in particular needs attention; we cannot say that the question of Chinese naval forces in Hong Kong "does not ariso".
