6. Each of the three 4-star HQS in the UK has its own

information systems, as does MOD, and in principle whichever is chosen as the JHQ for an OOA operation will require access

to the systems of the other two for use by the reinforcing staffs. In addition, staffs in a deployed JFHQ will require

access to these systems over SATCOM, though the terminal

equipments are currently not established or ruggedized and are provided by improvisation. Similarly, the JHQ will have

access to MODCIS (the successor to the JOC ADP system).

of OOA operations so as to reduce both communications demand

and the variety of terminal equipments in use, but it is not

certain that an adequate degree of interoperability will be achieved with the generation of systems coming into service in

the 1990s and it may not be until a later generation of systems that this need is satisfied. In the meantime, the separate systems will have to be provided where they are

required, with information exchanged manually.

7. An UKCICC study, Project MINERVA (3), has proposed a

comprehensive intelligence ADP system to support 00A operations, with terminals in the 4-star HQs and in the JFHQ. Following on from this study, DGMSI is developing a concept for intelligence support for OOA operations (") and this may ultimately lead to the provision of a system if the need for a separate system specifically for the intelligence needs of OOA operations is demonstrated. In the meantime, the provision of a limited portable intelligence data system for use within the

JFHQ is under consideration as Project MINOTAUR.
