To support and further the export sales of UK defence equipment.

3. The first 3 objectives fall under the heading of buying influence. In this the UK has competition from many countries eager to win friends and gain influence through the medium of Service training. Countries whom we wish to encourage are, when necessary, targeted for assistance either through the MOD-sponsored DPF (ceiling £5M) or the FCO's UKMTAS (about

£12M). Training in support of Defence Sales may be subsidized

through the DSF, which has to operate within strict criteria limiting its use to the support of firm sales prospects only.

In order to train overseas students efficiently and to show the UK in a proper light the following are required:

a. Resources including manpower, accommodation, equipment and consumables. When used directly for training, these constitute training capacity.

b.

Advance notice of availability of training capacity to permit its use to be planned.

C. A charging subsidy policy which does not deter those

countries we most seek to assist.

Throughout the studies into F&C training it has proved impossible to identify precise levels of demand to be satisfied to achieve the 4 objectives outlined at para 2. However there is a general consensus that:

a.

Demand for places on 90% of courses can be met and is consistent with the four objectives. There is a decline in demand for some of these courses.

b.

The level of demand for some 10% of courses, including those at the Staff Colleges, persistently
