DIRECTIVE TO DIRECTOR DEFENCE CONCEPTS ON THE OPERATIONAL
CONCEPT FOR OUT OF AREA OPERATIONS 2000-2015
OBJECTIVES
1. You are to develop an Operational Concept for UK Out of Area (00A) Operations in accordance with the COS directive (').
2.
Your study should consider the OOA strategy of other major powers and the defence policy of other nations in the UK
areas of interest. It should also take into account the current UK Defence Strategy (2), the OOA Strategy Review (3) and supporting OOA Regional Reviews (") (5) (°) (7) (8) (9); and, in line with the COS directive (10), take particular note of
their recommendations on "the continuing requirement for an
intervention capability as opposed to a capacity to service
the UK commitments outside the NATO theatre."

Your conclusions are to identify the conceptual options
supported by your study, outline future policy requirements, force structure and resource implications for their
implementation and should indicate investment priorities.
