established JFHQ to assist in the development of doctrine and
planning, to implement a coherent training policy, and to be
available to command operations. Such an HQ would have an
important rôle in developing interoperability with allies, and
would enhance deterrence by its visible readiness. However,
given current financial and manning constraints, some form of
cadre reinforced as necessary by dual-hatted, designated staff, seems likely to continue. But there may be scope for enhancement, perhaps by dual-roling an existing divisional or
district HQ. This could provide both an HQ for the possible
SRF divisional force suggested earlier and an expanded and functioning permanent land component for the JFHQ, with which
the other elements of the JFOS could be co-located. Such
opportunities could increase if formations were returned from
Germany as a result of CFE redeployment.
51. СЗІ. There is an increasing demand for communications
capacity in OOA operations in order to meet the needs imposed by the greater availability of sensor data and the growing use
of information systems. For the rear link to the UK the
demand can only realistically be met through the use of
SATCOM. This emphasizes the desirability of retaining an independent UK SATCOM capability and of continuing to invest in SATCOM survivability and resistance to ECM. The growing dependence on information systems means that staffs at the
nominated JHQ and in the JFHQ will need access to the UK
Commands' CCIS. The fact that these are not yet fully
interoperable, and may not be even when new systems are
introduced in the 1990s, will raise still more the demand for
communications capacity. Within a deployed force, tactical SATCOM and airportable radio relay may be needed to meet the
demand, though much reliance will continue to be placed on
conventional tactical radio. The EW and SIGINT threat OOA
will demand ECCM measures comparable to those provided for
