We have been alarmed to read in the Sunday Times of 9 July 1989 that the Hong

Kong police have tested South African riot control equipment.

The details contained in the press report require a comprehensive investigation

and we are certain that the British government has already taken initiatives to

ensure that the appropriate authorities follow up this case.

I appears as if Dominion Agencies International Ltd., based in Hong Kong, has

imported the equipment and we hope that the investigation will also cover any imports to Hong Kong destined for other countries as we know that South Africa

has for some years attempted to use Hong Kong as a transit point for arms deals

and other trade.

We would also welcome receiving the relevant arms trade and other trade regu-

lations of Hong Kong which implement the United Nations Arms Embargo against

South Africa and would be grateful if you could kindly arrange for them to be

sent to us.

We look forward to hearing from you when the investigation has been carried out and would appreciate receiving information about the steps taken so far by the

relevant authorities.
