CONDUCT OF EVACUATION
59. Assembly of Evacuees. In addition to a general responsibility for the conduct of an evacuation (see paragraph 11), HM Representative will be responsible for coordinating arrangements for movement of evacuees to evacuation points and for appointing a representative for laision with the services at each evacuation point.
60. Evacuee Handling. Military specialist advice on evacuee handling procedures could be made available if required; the Headquarters of the Armoured Recce Regiment based at Windsor is roled and equipped to provide a Evacuee Handling Centre (EHC).
61. Screening of Applicants for Evacuation. HM Representative in the country of evacuation will be responsible for screening potential evacuees and establishing an order of priority. Local diplomatic staff, supplemented as necessary from the UK (see paragraph 63), will undertake this task wherever possible. In cases where embarkation of evacuees on Service transport takes place without FCO supervision, Service personnel may be required to undertake limited screening, circumstances permitting, using criteria provided by the FCO. RAF/WRAF Police personnel will be deployed as necessary to carry out personnel/ baggage searches and aircraft security duties.
62. Undertaking to Pay. The cost of evacuation, including that involved in the use of Service transport, is recoverable by the FCO from each evacuee. If circumstances permit, FCO Form K29 - Undertaking to Repay (UTR) - will be presented by FCO staff for signature before embarkation. Where Service transport is used and FCO staff or local wardens are not present at evacuation points, Service personnel should, if circumstances permit, and at the discretion of the Operational Commander's Representative present, obtain signatures on UTR Forms from evacuees. Failing this, the particulars of each refugee are to be recorded including: name, sex, date and place of birth, nationality, the number, date and place of issue of passport and an address to which correspondence can be sent. A specimen FCO Form K29 - UTR is at Annex D.
63. Additional FCO Staff. For some countries, in order to assist in the handling, processing and screening of large numbers of potential evacuees, the FCO will endeavour to provide additional staff at evacuation and/or reception points. Seats will be made available for the additional FCO staff in ATF aircraft deploying for the operation. The size of each FCO processing team is indicated in the Joint Staff Tables in an Annex to the relevant Part 2 plan.
Rate of Evacuation. Where lives are at risk, evacuation should take place at the maximum rate possible. In circumstances where speed of evacuation is not vital, the rate could be adjusted on the advice of the FCO, so as to reduce demands on reception facilities, transit accommodation, fuel supplies and arrange- ments for onward movmenet of evacuees. Availability dictates the selection of reception airfields, which in turn may effect the rate of evacuation.
