military response within the LTC thereby become more flexible. The Chairman acknowledged the validity of the observation but pointed to the well-established procedures for staffing the Withdrawal Plan to COS.
COS. He agreed the complexities of the situation, acknowledging LTC pressures
and concluded that there was
there was a certain inevitability in
deliberations being event-driven. AD (SE) said that after
his visit to the Colony in Sept 89, DCDS (C) had focused the
attention of those involved in resource-related decisions
on this dimension (see Annex B). The Chairman endorsed the
event driven concept of the plan and concluded by adding
that existing procedures had proved themselves in the
success with which the plan had been managed thus far, even
within the prevalent complexities of the political
situation. AUS (C) observed that the Committee was an
important element in this process.
36. Invited by the Chairman to make his final remarks, CBF
Hong Kong said that everything was proceeding extremely
smoothly although he did stress the importance of an early resolution of the question of an RN presence. This being his last meeting, he took the opportunity to thank all
concerned, in particular, the D Cts Staff for the support
they had given the Garrison. The Chairman thanked CBF for
his kind observation and his wise stewardship whilst in Hong
Kong. On behalf of the Committee, he wished him well for his forthcoming appointment.
37. Next Meeting. It was decided that the next meeting
would take place in Jan/Feb 90 linked to the CGS Conference
in order to assist CBF's travel commitments and on this
basis at a cycle of 6 monthly intervals thereafter. The Chairman reserved the option to convene an extraordinary meeting in Jul or Aug 90 in order to address the issue of
the RN presence.
