Hong Kong drew the attention of the Committee to military

considerations. He observed that as it currently stood, his Directive demanded the availability of a naval presence in order that it could be fulfilled, commenting that if this

were not to be the case, then the Directive would need to

be amended. He pointed towards a radical shift over the

past 2 years in the attitude of the Hong Kong Government; there was now a changed perception of realities. They accepted that the size and shape of the PLA garrison was not
