d. Major Review of CDS 7/87. There has been universal support during staffing for the proposal that the 1991 biennial review and the 1992 major review should be combined and completed by the end of 1991,
The paper
therefore recommends that the Chiefs approve this policy and endorse the requirement for a DIS Study to form the basis for the major review.
e.
Ex PURPLE VENTURE 92. There has been unanimous approval for the concept of contingency CPX reinforcement of Hong Kong in 1992 - the year in which the first battalion is planned to withdraw.
f. Garrison Title. Some 95% of staffs supported the retention of the title "Sovereign Force Hong Kong". But the FCO's arguments against its use could not be refuted and have been endorsed by the paper.
3. The third draft was cleared at 2 Star level and the fourth draft incorporates Hong Kong Government (HKG) comment on a summarised version of that draft prepared for the Security Branch's and the Executive Committee's consideration by the FCO in conjunction with MOD.
HKG's views are at Enclosure 1 paragraph 45.
4. Although the paper deals with a subject of major political importance, it is militarily uncontentious. It is therefore proposed that the Chiefs of Staff should take it out of committee. If you are content, would you please pass the paper to SECCOS by 15 March for circulation to the Chiefs of Staff.
