contingency requirements and to recommend the appropriate establishments
and the optimum mix of Wessex and Scouts for the rundown period post 1987.
To ensure the capability to operate 6 Wessex and 6 Scouts for an extended
period in a contingency situation, the study is to review crew and aircraft
establishments and to assess whether additional Wessex and Scout crews
should be included in JTP 30, the Hong Kong reinforcement plan. The study
is also to review the minimum contingency force of Scout helicopters and
make recommendations concerning the management of Scouts in Hong Kong to
guarantee short notice availability of this minimum contingency force.
52. Review of JTP 30. UKCICC is to review JTP 30 in Mar 90, as planned, to
ensure that the contingency plan for reinforcement of Hong Kong incorporates the
findings of studies conducted by HQBFHK during 1989.
RECOMMENDATIONS
WITHDRAWAL DECISIONS
53. The COS are invited to endorse the recommendation, approved by the Hong
Kong Steering Committee, that the dates of withdrawal of battalions, and of sup-
porting naval and air elements should remain as prescribed by CDS 7/87 - with
the exception of 660 Sqn AAC, which should retain aircraft and manpower based on
the results of a 6 month trial of a Scout force level of 6 UE and 2 IRR helicop-
ters, to be conducted from 31 Mar to 30 Sep 89.
54. The COS are also invited to approve the recommendation that the size and
scale of Army supporting arms and services be directly related to the roles and
operational requirements of the remaining garrison battalions, and RN and RAF
units remaining in Hong Kong, at all stages during the rundown.
