Addressees will be aware from their staffing of the First Revise of The Hong Kong Garrison Outline Withdrawal Plan that there is a commitment to conduct a study into
study into the possible composition of a future RN presence in Hong Kong.

Draft TORS and a framework of guidance where the TORS have yet to be refined, are attached at ANNEX A. Staffs will note that ACNS has already sought certain specific information from CAPIC by 16 Mar (paragraph 7 refers).
3. Addressees are asked to review Annex A and to indicate their agreement of the approach adopted and to suggest refinements by 16 Mar or sooner if possible.
