be deferred until the late 1990s. Completing the IEC Link in the
mid-1990s would result in satisfactory traffic operations in the
area, while deferral to the late 1990s would result in mild to
severe congestion on sections of Gloucester and Victoria Park
Roads.
Minor Projects

Street (West) flyovers and the Man Kam To New Territories
Circular Road connector.

Smithfield Street Extension

This extension of Smithfield Street from the present cul-de-sac
southward to Pokfulam Road was recommended by the Western District Traffic Study. The purpose was to provide a two-way link between the Pokfulam corridor and Kennedy Town and relieve
Pokfield Road of traffic that would otherwise use it for this
purpose. The proposed extension is one of numerous short and
medium term
term improvements to address traffic problems pending completion of Route 7. This project was proposed in conjunction with traffic management schemes in Kennedy Town and the Belchers Bay ground level link.
The Smithfield Street Extension is projected to carry 16,000 pcus per day in 1996 and 22,000 per day in 2001. Pokfield Road will be relieved of up to two-thirds of the Committed Network volume.
The Smithfield Street Extension was not designed to facilitate
access to Route 7 for through traffic from Pokfulam, as traffic
must pass through several
through several signalised jucntions in each
direction. This facility will not divert traffic away from the other approaches to Western The Hill Road flyover, lower Pokfulam Road and Water Street. Consequently, these links are
