Factors relating to lead Times and Penalties are discussed at Appendix 1.

At this stage, 3 years represents the worst case and is determined primarily by the need to impose recruitng controls. However, it is planned to complete studies into the future of the Gurkhas and other Hong Kong units in 1988-89. Once decisions have been taken, reductions to lead times may prove possible, in some cases, depending on the future of the units concerned. If circumstances dictate a change in a withdrawal date, inside the specified lead time, such changes are likely to incur some or all of the penalties outlined at Paragraph 4 to Appendix 1. For as long as th Brunei Gurkha agreement remains extant, the option of deploying the Brunei battalion remains open to us in the event of a sudden deterioration in the security situation; alternatively and/or additionally the other JTP 30 battalions could also be made available.
