action of the GDR authorities in turning back permanent residents of West Berlin and other persons who wished to cross the sector

boundary between the Western and Soviet sectors of Berlin. The se actions by the GDR authorities are contrary to provisions of the quadripartite agreement and arrangements implementing it, and seriously infringe the principle of freedom of movement throughout Berlin. The Allied Commandants expect the Soviet Embassy to take the necessary steps to rectify this situation.
