Hong Kong as a Base for Subversion

Neither British nor Hong Kong Governments have any intention of allowing Hong Kong to be used as a base for subversion against the PRC. But Hong Kong governed by laws. No activities within the Law can or should be stopped. We do not accept that freedom of speech in any way undermines stability. Hong Kong people are used to using their freedoms responsibly. You will have noted recent statements by the Governor emphasising the importance of this.

Review of Outstanding Issues

As communiqué makes clear, a review was undertaken of issues outstanding since the group's first meeting. This useful for future work of group which will meet again in just over 2 months. A number of papers handed over to Chinese side in recent months, covering among other subjects Hong Kong's membership in particular international organisations and the localisation of Legislation in Hong Kong.
