He added that open discussions of these issues would not be constructive for stabilising the general public's confidence.

Replying to remark by British Foreign Secretary John Major's on HK at the UN General Assembly urging China to do more to restore HK people's confidence in the future, Mr Xu said that China had already done a lot to boost HK people's confidence, such as China's reiterations that there would be no change in its policy towards HK and consultation on the draft Basic Law.

On the territory's future political development, Mr Xu said that it was not important whether HK people could reach a consensus on a future political model and that the most important thing was that the political blueprint must be the one that could ensure the stability of the territory.

Francis Maude:

The FCO Minister with responsibility for HK, Francis Maude, in an exclusive interview with the Sunday Morning Post (1.10), said that Britain was prepared for confrontation by introducing a more representative political structure in HK even if China opposed it.

Mr Maude said: "It is clearly a possibility that we are not going to flinch from doing things which are matters for us to decide, within British sovereignty.

"We will do what we think to be right and very much hope we can achieve a smooth progress through. Nevertheless we have to do what we think is right in the period for which we have responsibility."

He said that he accepted the case for a faster rate of change.

Mr Maude stressed that no decision had yet been made and said that he was encouraged that more views and ideas on the political structure were still being submitted.

He hinted: "What we have been doing is waiting to see if a consensus emerges, and whether it has widespread support.“

The paper noted that the senior representative of the Chinese team on the JLG, Ke Zaishuo, had indicated that he favoured a model which preserved stability and prosperity in HK.

Discussions of Political Models

The Sha Tin District Board discussed the Omelco model at a meeting on September 26, the papers (27.9) reported. It was resolved at the meeting that the DB would support Omelco's proposal.

The Omelco proposal for future political developments was discussed at a Tai Po District Board meeting on September 27.

The majority of the members supported the model in their personal capacity.
