UNIVERSAL POSTAL UNION BUDGET: CONTRIBUTION BY THE ENSEMBLE OF UK OVERSEAS TERRITORIES

The UK Dependent Territories enjoy separate membership of the UPU from the UK and pay a combined total of 5 contributory units per annum (approx £55,000) compared with the 50 units paid by the UK. The FCO arranges payment on behalf of the Dependent Territories each year and then recovers appropriate amounts from each of the territories concerned. I attach a copy of the telegram that was sent in February of this year.

The proportions payable by each territory are calculated on the basis of their respective gross revenues (ie annual revenue excluding budgetary aid). No territory pays more than 20% of the
total.

The proportions to be paid were last revised in 1984 (and before that in 1977). Since the status of the British Antarctic Territory has recently changed and British Indian Ocean Territory is about to resume stamp issues, this seems an opportune time to bring our calculations up to date.
4. I should be grateful if you would let me have as soon as possible the latest available figures, in pounds sterling, for the gross revenue of the territory for which you are responsible. The territories are Hong Kong, Bermuda, Cayman Islands, Gibraltar, Anguilla, British Virgin Islands, Falklands, Montserrat, St Helena, Turks and Caicos Islands, British Antarctic Territory, British Indian Ocean Territory.
