second class item. In general, that would

include all those items which can be machine

sorted or manually sorted on a sorting

fitting. Packets would be defined as any item

weighing over 30g and normally this would

include those items sorted to a drop bag

fitting. In that way postal administrations

would only have to bag "letter" bundles and

"packet" items, and that undoubtedly would be

operationally much easier than the original

proposal for the separate bagging of LC and AO

items.

(E) The proposal for allowing postal

administrations to agree bilaterally or

multilaterally to apply themselves a separate terminal dues system would definitely allow for flexibility in reaching agreements among postal

administrtions. The proposal is therefore

supported.

We have notified the International Bureau that we shall send

Mr. P.C. Luk as our delegate to attend the forthcoming UPU round table

to be held in Berne.
