I refer to your letter dated 30 January 1989 and in particular to your suggestion that we should tell the Chinese side that Hong Kong has signed and ratified the NACA Agreement.

We have given this careful consideration

and have concluded that since there is no need under the Guidelines to inform the Chinese side of developments subsequent to consultation and since we have not given them such information as a matter of past practice, we see no need to set a precedent. The Chinese will be aware of our position by virtue of their own association with NACA.
