DIPLOMATIC CONFERENCE FOR THE CONCLUSION OF A TREATY ON THE PROTECTION OF INTELLECTUAL PROPERTY IN RESPECT OF INTEGRATED CIRCUITS : WASHINGTON DC, 8-26 MAY 1989
You telephoned me to ask whether I would agree to the inclusion of a representative from Hong Kong (Miss Waters) in the UK Delegation to this Conference. I regret that I cannot agree.
2. There will be no advantage to us in having Miss Waters present, and there will, in my estimation, be little, if any, advantage to Hong Kong. On the other hand, her presence may cause us problems with the developing countries.
3. A considerable amount of time is likely to be spent on procedural questions from which nobody is likely to gain anything useful. We shall be spending a lot of time in Community co-ordination from which Miss Waters would be' excluded. So far as substantive issues are concerned, I consider that she would gain just as much from reading the papers at home as she would from sitting silently in Washington.
4. There is a substantial North/South divide on this subject and it is clear to us that the developing countries will try anything to frustrate this conference. I do not want a cause for delaying tactics in my own delegation. I am concerned that Miss Waters' presence would lead to our being side-tracked into questions of colonialism. This is a
