5 members, the credentials committee will have 3 + 3 ? + China; rule 19 - quorum of for all committees and groups; rule 22 - "generally" deleted from sub-para (1), new sub-para added giving the Chairman power to determine the order of precedence; rule 29 reference to the document number removed plus cosmetic drafting changes; rule 33 - after much debate, a single rule (a redraft of version 4) was adopted with a footnote referring to the possibility of the Diplomatic Conference deciding to esxamine the question of the Commission voting in place of member states; rule 34 the two-thirds principle ws agreed as set out in Annex 1 and a footnote was added to the effect that some delegations felt that a three-quarters majority may be preferable in connection with decision (vi); rule 41 the Arabic language was added (and in rule 43).

7. Rule 46 was finally adopted as in IPIC/PM/2 after attempts by Cuba etc to restrict severely the part that observer delegations would be permitted to play.

Invitations to Diplomatic Conference. The main alteration was to A bis. Paragraph 6 was deleted. The Commission is therefore presumed to understand that credentials of some kind will be necessary and maybe full powers too.
The text of the draft Conference agenda was agreed as in IPIC/PM/2.
