20. The terms of a non-voluntary licence should in no circumstances extend beyond what is necessary to meet the criteria used in Justifying the issue of the ilcance.

In particular they should not

extend to the export of the protected layout-design or microchip.

21. Non-voluntary licences should be non-exclusive and non-assignable.

22. They should be issued by a public authority and should involve the

award of an equitable remuneration for the rightholder.
