(a) The Central People's Government (CPG) of PRC
should permit the Hong Kong SAR
Hong Kong SAR Government
provide a representative, acting in the capacity
of an adviser, to join each delegation of the PRC
attending the Assembly of Parties, and other
relevant to the SAR is
meetings when any matter relevant
to be discussed.
(b) The CPG should direct the PRC Signatory
-
(i) to permit any entity licensed or authorised
by the SAR Government to provide external
telecommunications services ("entity") using
the INTELSAT space segment to participate in
the PRC Signatory's investment share in
INTELSAT,
the proportion which
utilization of the space segment through
earth stations in the Hong Kong SAR bears to
the total utilization of the PRC as measured
by INTELSAT; and
in
"
(ii) in return for the entity contributing to
INTELSAT
capital
requirements
and
utilization charges in the same proportion,
to pay such entity the same proportion of
the payments it receives from INTELSAT in
accordance with Article V(c) of the
Agreement.
