delegation. This is because there has SO far been no

practical need to do so. However such a need could arise

in the future. If it did, Rule 4 of the Rules of

Procedure for the Assembly would accommodate any form of

representation which would be appropriate for the Hong

Kong Government before 1997 or the SAR

thereafter.

Article 5 of the Convention provides that each

Signatory shall have a financial interest in the

Organisation in proportion to its investment share, which

basis of utilization of the INMARSAT space segment.

Accordingly, BT as a Signatory of the Operating

Agreement had an investment share of 15.14% of the total

INMARSAT investment as of February 1988. Of this share

1.35% of the total INMARSAT investment (US$4,630,000) is

attributable to the utilization of earth stations on ships

registered in Hong Kong. This part of the investment is

provided by the Cable and Wireless Group.
