Secretary for Economic Services, Hong Kong Government

Mrs Chan started her Government career among

the earliest recruits of female Administrative Officers in

September 1962. She rose through the ranks and services

in various government departments including the Urban

Services Department, the Economic and Finance Branch of

the Government Secretariat, the Agriculture and Fisheries

Department, the Trade, Industry and Customs Department,

the New Territories Administration, the Social Services

Branch and the Social Welfare Department, to become the

first woman head of department in 1984.

Mrs Chan held the post of Director of Social

Welfare until March 1987 when she was appointed Secretary

for Economic Services. She was promoted substantively to

Secretary rank in April 1988.

The Secretary for Economic Services is the

Head of the Economic Services Branch of the Hong Kong

Government Secretariat. This Branch is responsible for

all matters affecting the economy, except in three

specific areas - external trade relations, support for

the manufacturing industry and the supervision of the
