I attach a copy of telno 017 from Bermuda. In this the Governor reports recent public statements, made in the course of the current general election, by Bermuda S Prime Minister and Minister of Legislative Affairs in which they advocate the extension of capital punishment to serious drug trafficking offences. The Governor asks for Our views.

I also attach copies of Grand Turk telno 166 (1988) outlining a proposal of last Summer to introduce an amendment to the TCI Drugs (Trafficking) Bill and thereby extend capital punishment in the TCI to serious drug offences, and of FCO's reply (telno 130) which sets out our agreed line. (In fact the Bill was passed by the TCI Legislative Council in late July without the potentially controversial amendment being raised).

We would propose to reply to Hamilton along the lines of the arguments outlined in paragraph 2 of FCO telno 130.

However, we should welcome your views and those of copy addressees on this issue, particularly if you see reason to extend or modify the lines we took in the TCI case, ΟΙ if you can offer insights based on experience with DTs which are not covered by WIAD.
