If I decide to reject the advice of ExCo I have a constitutional obligation to inform the Secretary of State and to give reasons. In this case, because of the sensitivity and good sense of members of the Council, I have not been placed in the position where I have to make such a formal report. Nevertheless, what has occurred in this case is sufficiently unusual and important for me to conclude that it is right that you should have a report of what has taken place.
