felt that they could not commit themselves to working with the Administration on a proposal to which they were
implacably opposed. The President of the Law Society said that he would have to inform the rest of the Council of the Law Society and also would need to inform the entire membership of the Society. He felt that the issue was the most important one that the Law Society had had to face in
recent times.

On 2 August 1988 the President of the Law Society wrote to the Attorney General informing him of the Society's intention to convene an Extraordinary General Meeting to be held on 13 September "to ventilate the issue". On the same day a hostile editorial on the subject appeared in the Hong Kong Daily News.

These developments made it increasingly difficult to maintain ExCo's direction against Government publicizing the proposals and the Attorney General responded to the President of the Law Society's letter by setting out in a letter dated 5 August 1988 addressed to the President of the Law Society the Government's policy proposals with an explanation of the reason for those proposals. The opportunity was also taken to attempt to set out a complete and balanced picture of the proposals by the issue of a press release on 8 August 1988.

On 28 September 1988, following the Law Society's Extraordinary General Meeting, the President, Vice President and two members of the Council of the Law Society meet the Attorney General and Deputy Chief
Secretary.
