take into partnership, foreign lawyers in the same way that they now employ, or take into partnership, solicitors.

Provision is to be made for rules governing the practice of Hong Kong law, penalties for non compliance and transitional arrangements.
Foreign Lawyers

It is proposed that the Ordinance be amended to provide for the admission of foreign lawyers. Specifically it should provide for a power for the Court to admit foreign lawyers, the qualifications for admission of foreign lawyers, a roll of foreign lawyers, the issue of practising certificates and the application of certain sections of the Ordinance to foreign lawyers. Such provisions could conveniently be modelled on Part II of the
Ordinance.

It is proposed that admission as a foreign lawyer should be subject to the Court being satisfied, such matters as may be prescribed by the Council, that the applicant

is entitled to practise law as a solicitor (or the nearest equivalent) in a place other than
Hong Kong:
has been so practising, whether in that place or elsewhere, for at least 5 years; and
is a fit and proper person.
