powers to Council to require production of files and records of advice where there is reason to believe that matters falling within the solicitors monopoly have been dealt with by unqualified persons;
power of Law Society to impose sanctions and to apply to Chief Justice for termination of licence;
compulsory insurance;
transitional provision;
ratios of local partners to foreign partners, local partners to local solicitors, foreign partners to local solicitors and foreign partners to foreign employed lawyers.
As I indicated at our meeting, I shall be grateful if you would treat the matters set out in this letter as confidential to you and to members of your group. They are preliminary thoughts which obviously require much more detailed work.
These proposals have not yet been discussed with representatives of the foreign law firms. However, before returning to ExCo I believe that it is right that we should do so. I also wish to consider the proposal which you made at our meeting and look forward to receive further information from you on that aspect as arranged.
