If it is to survive intact and the English based common law system which has served Hong Kong so well is to be preserved,

it will be necessary to nurture a strong and independent legal profession firmly rooted in Hong Kong. The Law Society is com- mitted to a long term plan spreading over a number of years and requiring a review of many aspects of the legal profession ranging from its size, the nature of professional examinations, legal education in schools, train- ing in articles, post qualification training, the admission of law- yers qualified overseas, associ- ations between lawyers and other professionals, limited liability and many other matters. All of these raise difficult questions requiring great care. The Law Society strongly wishes the help and support of Government but is in no doubt that the present policy proposal, the manner in which it has been arrived at, and the confrontation it is creating will have a most serious and detrimental effect on its plans if it is pursued.

The Government's proposal is hastily conceived, ill-thought through and does not reflect Hong Kong's long term needs. This is government by expediency at the expense of principle and it will be resisted with vigour.
