task of setting the process in motion had been delegated to other
more pressing commitments within the department, but nonetheless we
are still aiming to produce either a draft memorandum or a draft
agreement ready for discussion by the Summer (although I can give you
no binding warranties to this effect). We shall be looking for some help from your office.
